This statute grants any person the right to inspect and copy public records during the agency’s regular business hours, with certain exceptions set out in the statute and in court rules.
The Indiana Rules on Access to Court Records, particularly Rule 5 (effective February 2, 2026), define specific categories of records excluded from public access. In Boone County, as in all Indiana courts, the following types of case records are not publicly available:
- Mental health cases filed under IC 12-26

Names of child witnesses in sex offense cases are replaced with initials. Addresses, dates of birth, and phone numbers of witnesses and victims in criminal, juvenile, and civil protection order proceedings are excluded from public view.
When a filing contains both public and confidential information, Indiana’s rules require that the confidential version be filed on green paper (for paper filings) or marked as confidential (for electronic filings), with a separate redacted public version filed simultaneously along with an ACR Form identifying the grounds for exclusion.
